Both Statutory Social Security schemes and Community-Based Social Protection mechanisms have each their specific advantages and disadvantages in terms of capacity to cover different types of population groups in developing countries. Linking the two in order to compensate for their respective weaknesses and to exploit their respective strengths therefore appears to have important potential.

An article providing a typology of linkages has been produced by ILO, ISSA and AIM. It identifies five types of linkages: financial, operational/administrative, governance linkages, linkages in health service provision as well as policy planning linkages.
