The objective of the project is to support the financial governance of the social security system of Tanzania by way of peer-reviewing the internal actuarial review of the National Health Insurance Fund, hereafter referred as the NHIF.

The National Health Insurance Fund (NHIF) was established by an Act of Parliament (Act No: 8 of 1999). Actual operations of the Fund started on 1st July 2001, where members started to contribute for waiting period of three months before they started to benefit on 1st October 2001.

This is the second actuarial valuation report of the NHIF since the inception of the scheme. The actuarial report focuses on the results of the actuarial valuation of the social health security scheme of the NHIF as of 30th June 2005.

It provides an assessment of past financial experience, the future financial developments of the NHIF and recommends areas for future strengthening which include, enhancement of benefits package, possible amendment of highlighted sections on the NHIF Act, create strong awareness of services provided by the scheme, so as to sensitise members to understand their rights and be able to access services with the view of optimising the utilization rate.

The report reviews as well the financial implication for establishing possible new forms of benefits provision. It is generally hoped that this report will be beneficial to members, employers, employees and health care providers. Improvement and enhancement of the scope of benefits offered will benefit the members. Increasing the number of basic diagnostic tests as well as its prices will benefit both the members and providers.
