The manual provides guidance for a Social Protection Floor Approach at country level, led by governments with support from the UN system and other collaborating agencies and aiming at supporting existing or defining and implementing newly developed sustainable social protection policies. The manual gives an overview of steps to take and tools to use for country operations of UN agencies and other institutions that might want to join SPF initiatives on a local level. The manual offers a checklist for possible country activities rather than a prescription for action.
